READ MOREWhere North County Families Can Turn for Help: A Local Caregiver Resource Guide

Most families caring for an aging parent in North County are paying out of pocket for things that a local program would help with for free. Not because they decided against the program, but because nobody ever told them it existed. San Diego County has a genuinely deep network of free and low-cost support for older adults and their families, and almost none of it is well advertised.

Here is where to actually start, and what each one is really for.

The single number worth writing down first

San Diego County’s Aging & Independence Services (AIS) runs a call center at 800-339-4661, and it is the closest thing the county has to a front door. AIS is the county agency for older adults, people with disabilities, and their family members. The call center staff will point you toward specific programs based on your situation rather than handing you a list, which is what makes it more useful than a general search. It is also the number to call to report suspected elder abuse or neglect.

If you are not sure whether your question is even an AIS question, call 2-1-1. San Diego’s 211 service is a free, around-the-clock referral line covering a much broader range of community services, and it will route you.

Free Medicare help that is not a sales call

This is the one families get wrong most often. If your parent needs help understanding Medicare, comparing plans, or sorting out a denied claim, the program you want is HICAP, the Health Insurance Counseling & Advocacy Program. HICAP counseling is free and objective, and its counselors do not sell insurance. The statewide line is 1-800-434-0222, and the San Diego County program is operated by Elder Law & Advocacy.

The distinction matters because most of the “free Medicare help” advertising an older adult encounters is coming from licensed agents who are paid on enrollment. HICAP is not that.

Dementia support that is local, not national

Alzheimer’s San Diego is an independent local nonprofit, not a chapter of a national organization, and it serves San Diego County specifically. Their help line is 858.492.4400. Roughly 100,000 people in San Diego County are living with Alzheimer’s or another dementia, and Alzheimer’s San Diego offers family support groups, education, and consultations for people navigating a new diagnosis or a change in a loved one’s condition.

For families in the early confusing stretch after a diagnosis, a conversation with their supportive services team is usually more useful than another round of reading.

Meals, and why the caregiver is often eligible too

Meals on Wheels San Diego County delivers to adults 60 and older across the county. The detail most families miss is that the program also delivers to clients’ caregivers, which matters if you are the adult child who moved in and is now skipping meals to keep up with everything else.

If a loved one is in a facility

If your loved one lives in a nursing home, assisted living, or another licensed long-term care setting and something is wrong, the Long-Term Care Ombudsman program is the independent advocate whose job is to investigate and resolve it. The San Diego County ombudsman line is (800) 640-4661. This is a free service and complaints can be made confidentially.

Where in-home care fits alongside all of this

None of the programs above provide ongoing, hands-on help at home with bathing, dressing, meals, or supervision, and that is usually the gap families are actually trying to fill. What they do well is cover the pieces around it: information, benefits navigation, dementia education, nutrition, advocacy. Using them well often reduces how many hours of paid care a family needs, or at least makes those hours go toward the right things.

If you are early in this and not sure which of the above applies to your situation, starting with the AIS call center costs nothing and takes about fifteen minutes.
